Early Access 0.4.1

Masters no longer sell ingredients through carts or storefronts unless storage is completely full. The storage-full exception is part of the documented rule. The hotfix restricts Masters to empty carts as a temporary mitigation. The developer explicitly defers more complete control over cart allocation to a later management update. An action to remove a building Master was added. It lets the owner stop that appointment rather than continuing to diagnose automation as if removal were unavailable.
