Quarter improvements failing to execute

Current status

The hotfix fixes failed quarter-improvement actions and increases AI willingness to invest in improvements against deteriorating quarter values.

What to check in your save

Inspect the selected action and current quarter state. A repaired action does not mean every quarter is automatically improved or that you control the AI budget.

Version boundaries

The patch lists the issue as fixed. A similar symptom on a newer build needs a fresh reproduction instead of a claim that the old defect is still universally active.

Record the installed build, selected character or building, city and action. Preserve a save before trying a destructive workaround. Prepare a useful bug report ↗
