Why a Master takes an empty cart

Current status

The hotfix restricts Masters to empty carts as a temporary mitigation. The developer explicitly defers more complete control over cart allocation to a later management update.

What to check in your save

Check which carts are empty before assigning a Master. Do not expect October management orders to exist in the current first iteration.

Version boundaries

The developer documents a mitigation rather than complete resolution. Keep the remaining limitation in the diagnosis.
