Inspect the right state
Inspect the current holder, office eligibility and action available to the character. An action existing on an office does not mean an applicant can use it before appointment. Review the current city condition and distinguish crime from unrest.
Make the decision
Choose an achievable office path based on its actual requirements and authority. Do not calculate a district crime percentage from the qualitative stronger/weaker comparison. The same update rebalances crime and unrest, so older observations should keep their original build labels.
Verify the result
After using a suppression action, observe the affected field and timing in the save. Keep those observations separate from an official formula until the exact effect and scope can be verified. Record which office supplied the action so that observations from the two roles are not mixed.
